When I brought the number one cylinder up to top dead center on the compression stroke the steel pointer lines up with the marks (notches) on the crankshaft pulley. That is just the problem - there are two notches on the pulley. To set that with a light the pulley will need marked to what advance you want or have. Some timing lights have settings to do it with the TDC notch though.
