You should have a PWM fan 4-pin connected to the topfan connection, and the pump to pump connection on yr mb. The R12 VRM heat sinks are different than the R10. They need to make a connection to ground, or it will know they are missing. These issues are very common when using aftermarket fans.Try OCCT Power-Supply-Test. That will heat it up. Don't leave it running unattended. CPUID HWMonitor will not monitor a PSU fan, because there are no relevant motherboard sensors. The PSU fan should not be spinning at all, except in a situation where the PSU is extremely stressed . . . which should be never. Download/Install CPUID HWMonitor.
