The 55gr FMJ just wasn't intended for great accuracy. Try IMI "Razorcore" either 69gr or 77gr. IIRC both are loaded with Sierra Matchkings. Those bullets are exactly what your RRA was built to shoot. ... and 2 with IMI 77 grain razor core. Matches were at 100 yards on SR1 targets. But because the bullet is so massive, it also retains superior momentum. That’s an advantage if you’re covering long distances at a range with ample crosswinds. A barrel twist of 1:6 to 1:8” is ideal for 77 grains.
