Not only it regenerates armor faster but when your armor is gone, I can quickly move to take cover from the 2 second invulnerability, something that is almost impossible to do with the Improved Combined Tactical Vest. Only must haves are either joker basic and partner in crime aced to get 2 shot armor or frenzy basic and iron man basic to get 2 shots, however with frenzy aced you can tank a sniper shot.
