If the motor cranks when you jump it there are a couple of things that it could be, a bad 20 amp fuse, starter solenoid, ignition switch, safety neutral switch, or bad wiring. You can have as low as 80-90PSI, the key is that all 4 are withing 10% of each other. If you've got one or two cylinders that are way off, you probably have carbon buildups holding your rings down and not allowing compression, or you've got a bad piston/ring/etc.

That little lever is the fast idle lever. It only works in neutral and allows you to rev it up to start and warm up your motor.
