Hey, I was having the same issue as you and after trying literally everything else I found that using bcml version 3.9.24 was the key. Version 3.9.25 that automatically installs when using pip is bugged and won't load any mods for me. To specify a version with pip use: "pip install bcml==3.9.24". When i play BOTW on windowed, game resolution is normal and nothing is blurred.
