It isn't sniper specific but if you want an offline training map you can look for tr_walkway. It will let you have bots move and jump randomly, get launched through the air (to practice your airshots) and shoot at you if you want. It's an all around great map for training. There are loads of different options to customize the playfield, making walkway a good place to practice a wide array of TF2 techniques and general aim. DEMOSTRATION VIDEO tr_walkway is a great map for learning how to predict trajectories, airshot on reaction if necessary, and even learning the basic fundamentals of launching people into the air.
