The first decision for a homebrew KOTOR campaign is when to set the story, and that comes down to how closely the DM and players want to link to the events in KOTOR or KOTOR 2. It basically boils down to three choices: before, during, or after. On dual wielding: You need to prioritize taking “two weapon fighting” feats to dual wield and you should not dual wield at all until you have the 2nd level of that feat.Anyway, defense (and dex) is better and better the higher it is relative the enemy attack, ie: having 30 defense vs 10 attack means a 95% reduction in damage and immunity to critical hits.
