With only tier 3 in encumbrance, I find have plenty of carry weight along with having plenty of armor for PvE. Armor has strong diminishing returns in damage reduction, so adding a few hundred more on top of high armor like 1,000ish doesn't benefit you much with reduced damage.1-4 = 1 bar, 5-9 = 2 bars, 10-14 = 3 bars, 15-19 = 4 bars, etc. Since that headscarf gives 4/2, both of those numbers fall into the '1 bar' category, so you'll only see one bar.
