If you still want to use a charge skill, you should use XV2 chara creator and open this mod file and click the CUS tab. You can change skills which the character use.

Next time the patcher gets updated and you can run it again set the games custom launch options on the games steam properties set it to \DB Xenoverse 2\bin\DBXV2.exe.
