It works by shrinking the 'town area' boundary so you can place farms inside towns; you can achieve something in that effect by using the in-game shift+f12 and going into town placement mode, then shrink the boundary. I've see a mod that let you buy the hub on the steam workshop but can't remember the name, try to search it.
You have to defeat the bandits first. Look for the King of Bandits to the Northeast from The Hub.
