You can open the fuel filter cap and use hand primer until the filter housing is full. Then tighten the cap. Then prime some more and crack the return fitting on the engine. It should be the 19mm fitting on the left that's connected to the return line to the tanks.

All paccar engines require initial overhead done at around 40k. Then every 120-150k. My paccar has over 400k and no problems. I do my own engine maintenance unless it's warranty or emissions related.
