P0700 honda accord

P1157 - New o2 sensor didn't fix it. I cannot clear the code with my scanner, it doesn't even go out for a few seconds. It's solid and cannot be cleared. I've disconnected the battery and the code will go out, but once I reconnect everything and run the engine, it's on within a few seconds.

I have a 99 honda accord 3.0l v tec. So my check engine light came on so I used a scan tool to find the problem and the codes are P07400,P0700 witch is the torque converter clutch solenoid so I replaced it with a brand new solenoid cleared the codes .Honda Accord transmation shifting problum.
