If you're waging a total war that's all there is, the system is now yours. If you're not waging a total war it gets a bit more complicated. You will occupy the system and colonies, but not have full control over it for the duration of the war.With the current version on harder difficulties, I'd say 10-20 is a decent average. With the edicts and pop growth nerfs coming up, I imagine that everyone's average number of planets will go up, to compensate. After you recruit them there's a button "Embark All" to create a transport fleet.
