The gear from Tartarus is better but there will be even better gear to get your hands on when you reach level 100. It's simply not worth farming for when you will be replacing it so soon. Just stick with the waterworks gear until then. I think that was due to all the complaints about the Zafaria and Avalon ice crafted gear.
