Not sure, I'm only in my second play through. I find laser cutter fragments everywhere and mobile vehicle bay fragments inside wrecks themselves and in cargo boxes all over. I also find a lot of laser cutters around, but only found 1 vehicle bay in a cargo box in a kelp forest.
